IMPLEMENTATION OF INTEGRATED ADMINISTRATIVE SERVICES PROGRAM FOR THE DISTRICT OF BUILDING PERMITS BY THE GOVERNMENT OF SERUYAN HILIR DISTRICT, SERUYAN REGENCY

Abstract

The PATEN program is a licensing management program located in the District which has the aim of improving public services, especially administrative services in order to create optimal service quality and meet public service standards and in accordance with the principles of integrated District administration services. One of the sub-districts that implements it is Seruyan Hilir District, one of the programs is IMB. Public awareness in making IMB is very low. So that the PATEN program is expected to increase public awareness in making it because the place of manufacture is in the district and can increase regional income. The purpose of this study is to describe and analyze the implementation of the Integrated Administration Service Program in the Seruyan Hilir District of Seruyan District according to George C. Edward III's theory of policy implementation. The research method used is a qualitative research approach and descriptive type. Research informants in this study were the Seruyan Hilir sub-district head, sub-district staff in Seruyan Hilir sub-district and people who have and do not have an IMB in Seruyan Hilir sub-district. Data collection techniques are observation, interviews and documentation. The focus of the research uses George C. Edward III's theory of policy implementation. Data analysis used is data reduction, data presentation and verification. The results showed that the factors of public policy implementation were communication factors, resources, dispositions and bureaucratic structures. All of these factors have been successfully implemented in the field, such as the disposition factor, namely indicators of bureaucratic appointments and incentives that have been successfully implemented. However, the communication factor is still not implemented optimally because the three indicators contained in the communication factor are only the consistency indicator which has been implemented optimally. Meanwhile, the other two indicators, namely transmission and clarity, have not been implemented optimally. Due to the lack of socialization given to the public regarding PATENTS, especially PATENS in the IMB field. Suggestions for Seruyan Hilir District to conduct outreach to the public about PATEN and related agencies also provide socialization to PATEN officers in carrying out their duties. Meanwhile, the community can assist the government in an orderly way of administration and following the existing procedures and requirements in making licensing and non-licensing letters.
