Abstract

Regional autonomy is also a prerequisite for realizing democracy and government that upholds people's sovereignty. However, in its implementation so far, regional autonomy policy still faces several weaknesses, such as: regional autonomy is only understood as an institutional policy, attention in regional autonomy is only on the issue of transferring authority from the center to the regions, but ignores the essence and objectives of the policy, regional autonomy not accompanied by increased independence and initiative of local communities in accordance with the demands of democratic nature.
